CHANGES IN LABOUR UNIONS’ FUNCTIONS AT THE NEP INITIAL STAGES

The article reads about the changes in trade unions’ functions that took place during the period of New Economy Policy. The author devotes much attention to the problem of the workers’ participation in production management. The article analyzes the activity of sectoral trade unions, first of all, at state factories and associations of the Middle Volga region. The article shows major contradictions in the following fields of trade unions’ activity: signing collective agreements, organizing production conferences, struggling against unemployment etc. The problem of the Soviet party control over trade unions is also described in this article.
